The control board of an oven powers almost all of its electric parts. If this board is not working right, it might not send power to the fan motor. First, try to spin the fan blades with your hand. But, if the fan blades spin easily and an electrical tool called a multimeter shows that the motor is still good, then the control board is likely the problem.
